Chapter XIII of the home rule charter of the city of Minneapolis, conferring certain powers upon the city planning commission, does not make it necessary that the approval of the commission be had as to the location and design of school buildings before they are erected by the board of education of said city. The maintenance of public schools is not a matter of local but of state concern. The portions of home rule charters having to do with school matters must be in harmony with and not contrary to the constitution of this state and statutory provisions relative thereto.
